The supplement presents clarifications , modifications and references as outlined below. 1. STRUCTURE OF FOREST STANDARD The Pan European Forest Management Criteria decided in the Helsinki Process forms the platform for PEFC Performance Standard. 1.1 PEFC Latvia Forest standard is developed from the six Pan European Forest Management Criteria under existing headings of 3 basic blocks: Forestry standard Standard for protection of social interests Environment and cultural values protection standard Reference to six Helsinki criteria can be found under sub-headings of blocks. 1.3 Appendix 3 ( Analyse of Forest standard) and Apendix 4 ( Guidelines for development of Green Management plan) are included in Apendix 2 ( Basic requirements of the PEFC Latvia scheme for forest certification ( Forest standard). In general the Document “ Basic requirements of the PEFC Latvia scheme for forest certification ( Forest standard) was prepeared on basis of “ Pan – European Operational level Guidelines for sustainable forest management” , which “ form a common framework of recommendations that can be used on a voluntary basis and as a complement to national and/or regional instruments to further promote sustainable forest management at the field level, on forest areas in Europe” (See the “ Pan European Forest certification framework Common Elements and Requirements”, Technical Document, Annex 4, page 30), “ Elements and Procedures for PEFC, 4.1.2 Elaboration of Certification Criteria” prescribes: “ Certification criteria will be elaborated and adopted , at a national regional or any other sub-national levels. The process of development of certification criterion will be initiated by the forest owners.All relevant interested parties will be invited to participate in this process”. 2.MODIFICATIONS 2.1 Sub- heading “ Transitional period and introduction principles for Forest Standard” includes the text: “ According to the confirmation of participation by the forest owner, all requirements of Forest standard shall be met within a period of 2 years from the date of confirmation.The independent certification bodymay audit compliance at any time. Failure to rectify the non-conformances within the specified time period will result in suspension or cancellation of the certificate. The Green Management Plan is an important tool to assist forest owners and legal managers to meet the requirements of this Forest Standard.” 2.2 Statements from “ Guidelines for development of Green Management Forest management Plan “ are added throughout the Forest Standard. 3.REFERENCING FROM PERFORMANCE STANDARD TO PAN EUROPEAN CRITERIA AND INDICATORS The Forest Performance standard structure in the three blocks: Forestry Protection of social interests Environment and cultural values protection is in line with the basic concept from the Rio Conference. This structure has been endorsed by PEFC earlier. PEFC latvia has found this structure easy to present and motivate. All relevant laws and regulations are included in PEFC Latvia scheme ( Appendix 3) and connected with Forest standard like priority for starting discussions about forest certification ( “ Active , economically based forest management” : All forest operations shall be based on active and economically motivated sustainable and non-emaciated forest management with conformity to the national laws and legal acts”) . Each Forest standard requirement has been connected with Helsinki Criteria and Indicators, which also are connected with Latvia laws and regulations.
