History before PEFC

The National Institute of Metrology, Quality and Technology (INMETRO) is a federal authority, linked to the Ministry of Industry, Trade and Services, that was founded in 1973.

Within its broad institutional mission, INMETRO aims to strengthen national companies by increasing their productivity through the adoption of mechanisms to improve the quality of products and services.

Its mission is to give the Brazilian society confidence in measurements and products, through metrology and conformity assessment, promoting the harmonization of consumer relations, innovation and competitiveness of the country.

The main areas of work include: Conformity Assessment and Regulation; Scientific Metrology; Legal Metrology; Accreditation; WTO’s National Focal Point (TBT); Innovation and Technology; Education.

What are the benefits of being part of the PEFC alliance? 

The Brazilian Forest Certification Program (Cerflor) was developed by INMETRO, together with representatives from different stakeholders at the national level. It includes representatives from producers, consumers, governments, NGOs and other organizations, such as universities and research institutions.

Cerflor was launched in 2002 to promote good practices in sustainable forest management and to assess the traceability of the origin of timber along the chain of custody, allowing consumers to consider sustainability criteria in their decision of purchase.
INMETRO applied for membership to the PEFC in 2002 and achieved the PEFC endorsement in 2005.

Endorsement has been fundamental for Cerflor's certified Brazilian companies to export their products. The way the entire process takes place within the framework of the PEFC, with periodic meetings, total transparency and participation of the members, gives members the opportunity to express themselves and take topics which are relevant for them to the agenda.

Endorsement milestones

To maintain its PEFC endorsement, the system must meet specific endorsement milestones. The first milestone is the start of the periodic review within five years of the national approval of the sustainable forest management standard.

  • National approval date (native forest): 24 July 2009
  • National approval date (planted forest): 21 December 2007
  • Review date: 14 November 2019*

* The review date is linked to the approval date of the revised Sustainable Forest Management standard PEFC ST 1003 (14 November 2018).
